The ifgi GEONETCast Tender WS 2009/10

Background

The Institute for Geoinformatics (ifgi) is aiming at implementing a GEONETCast ground receiving infrastructure. The system will be able to receive and store data provided by GEONETCast (Level 1 data) and serve this content as well as derived information products (Level 2 data) via standardized web services (WMS, WCS, ..) to users in the research & education domain within the university. This infrastructure will serve not only as a source of geospatial content but as an environment for developing and testing geospatial data processing techniques too.

As to be able to showcase developments at ifgi the services will be selectively accessible through the internet (constrained access for R&D purposes only!).

It is against this background that ifgi is intending to order professional services as to
  • implement the main building blocks of this infrastructure
  • showcase geoprocessing techniques for deriving information products from the GEONETCast data stream

Requested Services

You are invited to submit a tender for the following lots:

(A) GEONETCast Data Management (Level 1 data)

  • manage the GEONETCast ground receiving station
    • filter the data stream (configuration)
  • manage the GEONETCast Data Server
    • synchronise and archive data from the ground receiving station (configuration, scripting)
  • maintain the whole system and write a technical documentation
  • Options
    • Write a concept to use an RDBMS for storing and managing GEONETCast data and do a feasibility study

(B) Derive information products from the GEONETCast data stream (-> Level 2 data)

  • Agree on certain information products (as may be required by other groups)
  • organise processing workflows using GIS tools
    • automated selection or filtering of level 1 data (processing challenges)
    • combine GEONETCast data with additional resources
    • prepare a GEONETCast data offering with the purpose of near real-time air quality modelling
  • provide access to the results via OGC web services (WMS, WCS, ..)
    • set up the web services
    • provide metadata and register your service in a catalog
  • Options
    • Try to integrate the technology of web processing services into your workflows

(C) Showcase both the value of the content and the value of the web service infrastructure by developing a GEONETCast application

  • select a reasonable use case
  • develop an application using desktop GIS or web GIS tools
    • make use of the web services infrastructure
    • access the GEONETCast information products (Level 2) as well as external resources
    • search for information resources using a catalogue service
  • Options
    • develop a SWE application as to combine RS and in situ sensor data
      • GEONETCast delivers remote sensing data (i.e. satellite images) whereas in situ sensors measure the phenomenon at the position where they are located (e.g. weather stations)
      • select an appropriate set of remote sensing data delivered by GEONETCast
      • identify and agree on a set of in situ sensor data that can be used for complement the selected remote sensing data
      • agree on a way to combine the two data sources (e.g. bias correction/calibration, or interpolation)
      • set up the according web services
      • provide an according client

(D) Set up the basic building blocks for a local SDI

  • Set up a metadata server
  • Set up a portal application
  • Options
    • implement means for controlling access to the information products
      • agree on a policy for securing information products (authentication, authorization, ..licensing, accounting)
      • agree on an implementation concept
      • set up and configure security services
